Civics Education Institute - Teams of 2-3

Participants will begin concrete plans to implement high quality instruction based on the framework in 2018-2019 and beyond. The institute will also explore a unique and emerging approach to civic education called Action Civics, which asks students to learn civics by doing civics. Participants will leave with the tools and experience necessary to move civic education into the 21st century by implementing an empowering and effective Action Civics curriculum in their schools.

Following the institute, CES will host a statewide network that will provide support to history and social science educators during the 2018-19 school year. More information about the network will be provided in late spring.

Cost and Application

Add one item to your cart for each person on your team. 

  1. Each district team, (to be identified by the superintendent, not at the school level), must complete ONE application for all members of the team. Individual applications will not be accepted.
  2. At a minimum, teams must include a curriculum leader and a middle school history-social science teacher.
  3. The Team Lead should be identified as such in the "Additional Needs" field. 

Application Deadline: May 31st

CES will notify applicants as their applications are received. We will also let teams know if they’ve been selected to participate by early June. Registrations beyond the cap of 250 participants will be placed on a waiting list and notified at a later date if more space becomes available.

The program is free for selected teams. Travel to and from training sites, lodging, and meals, and graduate credit fees are not included and will need to be paid for by the participant or supported by their district.

Districts are invited to send teams of two to three. At a minimum, each team must include a curriculum leader and a middle school history-social science teacher.


The institute will provide the opportunity to earn 18 no-cost PDPs. Participants may choose instead to earn 1 for-cost graduate credit in History from Westfield State University (at a cost of $125). Participants may register and pay the graduate credit fee at the institute on July 24. Participants who choose to pursue graduate credit must complete additional readings (provided by CES) and an additional writing assignment following the three-day institute.


  • Rich Cairn
    Rich Cairn has directed the Emerging America program since 2006. A graduate of Yale University, Rich earned a Master of Public Affairs from the Hubert H. Humphrey Institute at the University of Minnesota. He is a recognized national leader in service-learning, performance assessment, environmental education, and history education.
  • Kelley Brown is past head of the Social Studies Department at Easthampton High School. Since 2006, she has led high school teacher instruction in History for DYS and for Emerging America TAH. She was the 2010 Massachusetts History Teacher of the Year and the 2016 recipient of the Don Salvucci Award for Excellence in Promoting Civics Education from the Massachusetts Council for the Social Studies.

    Arielle​ Jennings is the Massachusetts Executive Director of Generation Citizen, a nonprofit that supports Action Civics education in schools. Arielle has been working to promote service-learning and civic engagement for ten years as a teacher, curriculum designer and teacher trainer.

    Roger Desrosiers taught U.S. History and Government in Millbury, MA for 32 years. For nearly 20 years, he taught the nationally renowned civic program We the People: the Citizen and the Constitution. He founded the nonprofit Massachusetts Center for Civic Education in 2015, and he has been the Massachusetts State Coordinator for the WTP program since 2006.

  • Sara Dubow

    Sara has taught at both high school and college levels. At Williams College, she teaches the course The Fourteenth Amendment and the Meanings of Equality. Her research and teaching interests examine the intersections of gender, law, and politics. She is the author of, Ourselves Unborn: A History of the Fetus in Modern America. (2011). She is a graduate of Williams College, UMass Amherst, and Rutgers University.

    Meira Levinson is a political philosopher who writes about civic education, multiculturalism, youth empowerment, and educational ethics. In doing so, she draws upon scholarship from multiple disciplines as well as her eight years of experience teaching in the Atlanta and Boston Public Schools.
