Program Development, Supervision, and Evaluation

The Collaborative for Educational Services (formerly the Hampshire Educational Collaborative) has been a leader in program development for over thirty years. We have developed school and community based programs for youth leaving institutional settings, initiated the first integrated early childhood programs, and created successful Alternative Learning Programs based on an educational/clinical model. With extensive knowledge of best practices and current research, our staff of experienced, highly qualified professionals serve as a valuable resource for schools and educators. Through customized consultation services that draw on this knowledge, we can assist districts in developing solutions to effectively implement and sustain programs that comply with regulations and meet diverse learning needs.

Customized technical assistance services may be arranged for districts to develop and evaluate new programs. Our knowledgeable staff can provide consulting, coaching, and guidance for compliance, frameworks application, inclusion, behavior management techniques, transitioning, understanding state and federal regulations, and other key issues. Staff training for districts developing and evaluating new programs is also available.

Professional Development and Training


Training, coaching, and consultation services are available to schools and districts to support local programming efforts. Experienced specialists are available to work with teachers and administrators to build expertise in the classroom and assist programs in developing strategies to meet state and federal guidelines and support all learners. Customized professional development, coaching, and program consultation can be provided on a wide variety of topics, including program evaluation, regulations, inclusion, the transition process, and behavior management.

We also offer the following courses, which may be arranged to suit your needs:

  • Understanding and Implementing State and Federal Special Education Regulations
  • Applying the Frameworks to Special Education Programming
  • Behavior Management Techniques
  • The Transition Process for Students with Disabilities
  • Paraprofessional Orientation and Training: Working with Special Education Students in an Inclusive Classroom.


In addition to training to upgrade the skills of district specialists, licensed specialists can provide direct and consulting services to students.

Specialized Service and Support Centers


Targeted consulting, coaching and staff development programming are also available through these centers for specialized services.

  • Assistive Technology
    The Collaborative Center for Assistive Technology and Training (CCATT) provides customized consultation services to help schools maximize participation and inclusion and assist students in meeting IEP and curriculum goals through the use of technology. Customized staff training and courses are available using both Windows and Macintosh platforms to introduce the latest in adaptive/assistive technology and augmentative communication. Consultation services may also be arranged.
