Sheltered English Instruction (SEI) Endorsement and the RETELL Course

RETELL/SEI Course Requirement

The RETELL Sheltered English Immersion (SEI) Teacher Endorsement course is included in the program of study for each Initial license offered at CES except ESL. This ESE requirement is intended to ensure that Massachusetts teachers of content are effective teachers of English Language Learners.

All teachers endorsed after June 30, 2014 are required by ESE to obtain the SEI Endorsement before ESE will issue a license. If you are looking for SEI Endorsement courses but are not a CES Licensure enrollee, please visit the SEI Endorsement Center.

Candidates may complete the RETELL coursework through CES Licensure or their district; successful completion of the Endorsement in a school district will allow the student to waive the CES Licensure Program course requirement.

This course is required by ESE for all Teacher Initial Licenses except ESL and is open to CES Licensure program enrollees and any K-12 Massachusetts teachers seeking the mandatory SEI Endorsement for their license. ESE has determined that this course meets the regulatory requirements as required in 603 CMR 7.14 [(1) and (2)] and is in alignment with the regulations and guidelines for the Sheltered English Immersion (SEI) requirements. Anyone who satisfactorily completes this course will be eligible for the SEI Teacher Endorsement.

For students enrolled in CES Licensure prior to March 1, 2014, the cost of this course is additional to the program course fee cited in the student’s enrollment agreement. This course is a full semester course, for which graduate credit is available through Fitchburg State University

To register, please visit the RETELL registration page.

Candidates completing a RETELL course elsewhere must provide CES with documentation of their SEI Endorsement prior to licensure endorsement.

There are four different SEI Teacher Endorsement Courses.

* All four courses are based upon the most current research on effective educational practices. In the courses, strategies are modeled (in the case of the teacher courses, classroom strategies; in the case of administrators, classroom observation-focusing strategies); participants have the opportunity to practice the modeled strategies, and then to reflect on those experiences and to receive feedback. Course participants are expected to practice strategies in the intervals between some of the course sessions. These are graduate-level courses requiring readings and related assignments between each session.
